Phoenix is a law-enforcement officer from the 29th century who travels to various time periods in both the past and future in order to track down dangerous criminals with Universe-altering intentions. He is part of a group known as the Time Patrol, a band of elite officers who have perfected and wield time travel capabilities for the purpose of enforcing Universal justice. To perform these duties, Phoenix crafted his very own, custom-fitted time machine known as the Rainbow Phoenix, which could take him to any time period in an instant. He recently traveled to the 27th century, the current one in which an F-Zero Grand Prix is taking place, in order to hunt down a dangerous criminal on the run. While in this time period, he came across QQQ and rebuilt him as his partner. In order to properly blend into this century, Phoenix purposely downgraded the Rainbow Phoenix just enough so that it functions near the same level as every other F-Zero machine on the track and entered the races. He doesn't keep the fact that he's a time-traveler a secret to anybody, not even Mr. Zero during his F-Zero TV interviews. However, he'll never end up revealing secrets about the future, insisting that you'll have to wait and see for yourself.

In the most recent console-based title, Phoenix is featured as a special character who can only be unlocked after successfully completing one of the game's nine StoryMode chapters on the Very Hard setting. This character was originally featured as an exclusively selectable pilot from the get-go in F-Zero AX, the reformatted arcade version of F-Zero GX. Overlooking his intimidating exterior, Phoenix is a very polite and rather softspoken man with spectacular manners, who keeps his wits about him in nearly every situation possible. Oddly enough, he is never seen alongside QQQ at all in this introductory installment.
